A US mayor has called for graffiti artists to have their thumbs cut off on
television.

Las Vegas Mayor Oscar Goodman says anyone who sprays graffiti on his city's
freeways should suffer the medieval torture.

Mr Goodman, a former Mafia lawyer, told a Las Vegas television show "in the
old days in France, they had beheading of people who commit heinous crimes".

[Ed. Very true, the death penalty should be brought back for heinous crimes -
the politicians however have decided that we don't want it though, again without
asking the people...]

"You know, we have a beautiful highway landscaping redevelopment in our
downtown," he said.

"We have desert tortoises and beautiful paintings of flora and fauna. These
punks come along and deface it. I'm saying maybe you put them on TV and cut
off a thumb. That may be the right thing to do."

[Ed. Singapore is an excellent example for law and order, the way they deal
with graffiti is give them a caning, just ask American Michael P. Fay. I would
give them a caning AND order them to clean up other graffiti along with charging
them with the expenses of the clean up equipment and perhaps defering their
ability to obtain their driving licence for several years...if they still don't
get the picture...they may just have to forfeit a thumb of their choice...]

Mr Goodman also called for the flogging of naughty children with whips and
canes.

[Ed. Definitely bring back the cane in school, for the teachers as well, knock
that communism out of 'em...]

Good idea. We should cut the feet off every wetback caught sneaking across
the border before we deport them.

So what? It would make others think before doing the same thing. They
certainly don't care about human rights at all anyway.

Article IV, Section 4, agreed. However, it doesn't specifically hand
that obligation to any particular branch, so it's a mandate without a
designated executor.

My proposed Amendment to the Constitution would fix that little
oversight, as well as perhaps a few other things. Please critique!

Article ###

1. It is the duty of the President of the United States to defend the
integrity and sovereignty of the United States, from all enemies foreign
and domestic; and from any Invasion whether armed or unarmed. If the
President should fail to defend the United States from Invasion, that
duty may and must be assumed by the several States, and failing that, by
the People of the United States.

2. A well-regulated militia being necessary to the security of a free
State, and to the security of the Republic, the right of sane and
law-abiding citizens of the United States to keep and bear arms
appropriate to light infantry shall not be infringed by legislative
action of the United States, by any of the several States, or any other
level of government; nor shall any executive of any level of government
decree a general disarmament except in specific and limited times and
places which may not include any public space within 20 miles of any
national border.

3. If any sane and reasonable person, not debarred from the vote by
felony conviction, shall present themselves to a judge or
justice-of-the-peace and request a permit to carry a concealed weapon
appropriate to light infantry towards any lawful end such as
self-defense, or defense of home, or defense against Invasion or Riot,
and shall present documentary evidence or shall demonstrate that they
are physically capable and sufficiently trained to use such a weapon,
within no more than one week and no less than three days, such a permit
shall issue and shall be honored in any and all of the United States.
The several States may, by actions of their legislatures, extend
permissions as they see fit, to carry concealed weapons within that
State to various individuals not meeting all of the qualifications
listed in this section, but under no circumstances may any person not a
legal resident of the United States be issued a permit to carry
concealed weapons, nor shall they be considered as having any right
whatsoever to keep and bear arms.

4. Any person naturalized in the United States, or born in the United
States to a mother legally resident in the United States, is a citizen
of the United States, and of the State wherein they reside.

5. No State, or any part of any State, shall deny to any persons under
their jurisdictions the equal protection of the laws, nor deny them the
due process of law in a timely manner; or deny to any citizen access to
representative counsel, nor shall a citizen be denied access to such
effective law-enforcement such as may be needed to assure equal
protections of the law.

President should fail to defend the United States from Invasion, that duty
may and must be assumed by the several States, and failing that, by the
People of the United States.
You need a little deterrent factor to this clause.
Elaborate on what would trigger an investigation into failure to execute
that Presidential duty, how and who would conduct such an investigation, and
what the penalty would be if found guilty. I recommend the death penalty
and seizing personal and family assets. There must be severe consequences
for poor performance or deliberate bad behavior, without which any other
laws or ammendments you pen will be moot points.
2. A well-regulated militia being necessary to the security of a free
State, and to the security of the Republic, the right of sane and
law-abiding citizens of the United States to keep and bear arms
appropriate to light infantry shall not be infringed by legislative action

"except in specific and limited times and places which may not include any
public space within 20 miles of any national border."

Delete that exception. It has already been demonstrated that any genunine
effort to enforce our laws will elicit violence from the invaders and their
flunkies. With more than 20 million invaders already entrenched in the
interior, the threat to Americans is not limited to border areas. Local
politicians would leverage that exception into a rolling disarmament similar
to the rolling amnesties we are currently saddled with. It would set the
stage for treasonous politicians to create sanctuary policy within their
areas of influence, and leave Americans prohibited from defending
themselves, also similar to abhorrent conditions we are currently subjected
to.
3. If any sane and reasonable person, not debarred from the vote by felony
conviction, shall present themselves to a judge or justice-of-the-peace
and request a permit to carry a concealed weapon appropriate to light
infantry towards any lawful end such as self-defense, or defense of home,

evidence or shall demonstrate that they are physically capable and

circumstances may any person not a legal resident of the United States be
issued a permit to carry concealed weapons, nor shall they be considered
as having any right whatsoever to keep and bear arms.
I think you should place further conditions on this right to bear arms.
For instance, the background investigation should include discovering
whether the person has any transnational business interests, maintains dual
citizenship in multiple countries, or has any ties or allegiances to any
foreign potentate, government, or country. Those persons found to have any
foreign associations should be barred from bearing arms on US soil.
Again, elaborate on the penalties for violations.
4. Any person naturalized in the United States, or born in the United
States to a mother legally resident in the United States, is a citizen of
the United States, and of the State wherein they reside.
I disagree with this clause also. Just because a person is legally resident
in the US does not automatically qualify their spawn for citizenship. A
guest worker with a permit to pick lettuce for three months is a legal
resident, but the fetus they drop on US soil should not qualify for
citizenship. Additionally, more conditions should be placed on granting
citizenship to the spawn of naturalized aliens. How many naturalized
welfare mothers are giving birth to litters of gang members?
I assume you are speaking to the various and sundry sanctuary policies of
local governments and the non-responsiveness of ICE to law enforcement
officers and citizens.
Again, outline the penalties and define the structure of accountability.
