Read your Gallup chart again. It's 7.7% not 17.3%.

Read your Gallup chart again.  It's 7.7% not 17.3%.
Forget the Gallup poll and check out the official BLS figures. BLS
reports U1 through U6 unemployment figures.

The figure commonly reported in the news is U3 which is currently
7.9%.

HOWEVER, there are actually many more "unemployed", such as those who
are discouraged and stopped looking for work. That group, U4 and U5,
typically isn't important because, in a "full" employment situation,
that group is nonexistent or insignificant. In this day, that group
is quite large due to the very slow recovery. Since that group is
large, both the U4 and U5 figures are important: U4 is 8.4 and U5 is
9.3.

SO, If you are insistent on counting all of the unemployed, you should
look at U5.

NOW, you are unwilling to consider the under employed U6, BUT I doubt
that you would have so little concern if you were one of those in the
U6 group. That group includes those in the lower groups plus those
who are working part time but want to work full time That group
includes the skilled laborer, such as a Master level carpenter, who
has kids in college, a mortgage, bills to pay, AND is flipping burgers
20 hours per week.

The U6 figure for Nov is 14.6%

BTW: the U6 figure does not include the skilled laborer, such as a
Master level carpenter, who has kids in college, a mortgage, bills to
pay, AND is flipping burgers FULL TIME.
